# Maximising ATS ROI: A Strategic Framework for Executive Approval

#### Overview

- An ATS budget gets approved when the proposal leads with the **cost of the current process**, not the features of the new one.
- Four lines carry that baseline: **agency spend, vacancy cost, recruiter admin time and compliance exposure**.
- Model **three years**, not one. Year one carries the implementation cost; the return builds in years two and three.
- Base the **break-even point** on cash savings only, and show time saved and quality of hire as upside.
- Tie the request to **one priority** the executive team already owns: growth, margin, governance or transformation.

![Neptune Button](https://www.graylink.biz/hs-fs/hubfs/Neptune%20Button.png?width=1996&height=222&name=Neptune%20Button.png)

#### Why ATS proposals stall at executive level

Most ATS proposals stall because they are written as technology pitches. HR explains what the system does and what it costs. Executives want to know what problem it solves, what that problem costs today and when the money comes back.

The request also sits in a queue with every other capital ask in the business. It wins on the strength of the business argument, not the feature list. Choosing the [applicant tracking system](https://www.graylink.biz/neptune-cloud-software-for-enterprise-recruitment-management) is rarely the hard part. Getting it funded is.

#### Step 1: Put a rand value on the status quo

The business case starts with what the current recruitment process costs. Four lines make up most of that figure, and each can be calculated from data you already hold.

| Cost line | How to calculate it | Where the data sits |
| --- | --- | --- |
| Agency spend | Agency hires per year × average fee. At 15% to 20% of annual salary, a R340,000 role costs about R60,000 to fill through an agency. | Accounts payable |
| Vacancy cost | Days open beyond target × daily value of the role. Annual salary ÷ 230 working days is a conservative floor; revenue roles justify revenue per head. | Requisition dates in your ATS or HR system |
| Recruiter admin time | Hours a week spent on screening, scheduling and status updates × fully loaded hourly rate × 46 weeks. | A time log of one typical week |
| Compliance exposure | Maximum penalty × a probability your legal or risk team signs off. | Risk register |

The compliance line is the one most proposals skip, and the penalties are not small. Fines under Schedule 1 of the Employment Equity Act start at the greater of R1.5 million or 2% of annual turnover and rise to R2.7 million or 10% for repeat contraventions, as the Minister of Employment and Labour confirmed in a [2025 parliamentary reply](https://pmg.org.za/committee-question/30448/). Under POPIA, the Information Regulator can impose fines of up to R10 million, and issued its [first R5 million fine](https://webberwentzel.com/News/Pages/information-regulator-takes-action-against-department-of-justice-and-constitutional-development.aspx) in 2023 over inadequate security safeguards.

Candidate data sits in your recruitment systems, so [POPIA-compliant recruiting](https://www.graylink.biz/blog/popia-compliant-recruiting-what-you-need-to-know) and [ATS compliance under South African labour law](https://www.graylink.biz/blog/ats-compliance-navigating-south-african-labour-laws) belong in the risk discussion, not a footnote.

Few HR teams have ever added these four lines together. That total is the most persuasive number in the proposal.

#### Step 2: Show the return on three lines

Present the return as financial, risk and strategic value, because each one lands with a different person at the table.

| Return | What goes in it | Who it persuades |
| --- | --- | --- |
| Financial | Lower agency and job board spend, fewer days vacant, recruiter hours freed up | CFO |
| Risk | Lower exposure to EEA fines, POPIA enforcement and CCMA disputes; a full audit trail | CFO, legal, audit committee |
| Strategic | Quality of hire, candidate experience, capacity to scale hiring without adding recruiters | CEO, board |

Agency spend is usually the biggest financial line. [Talent pools and direct sourcing](https://www.graylink.biz/talent-sourcing-and-engagement), plus [employee referrals](https://www.graylink.biz/employee-referrals-with-txtrefer), cut the share of hires that need an agency. A modest reduction in agency hires often covers the annual cost of the system on its own.

Risk framing moves the budget line. Positioned as [compliance risk reduction](https://www.graylink.biz/recruitment-compliance-management), the ATS stops being HR spend and becomes risk management, which finance weighs differently.

Strategic return is harder to price but carries weight at board level. graylink customers typically cut time-to-hire by around two thirds once screening, scheduling and first-response outreach are automated. How to turn that into a vacancy-cost figure is covered in [the ROI of AI recruitment automation](https://www.graylink.biz/blog/building-the-business-case-the-roi-of-ai-recruitment-automation).

#### Step 3: Build a three-year model with an honest break-even

Model three years, not one. Implementation, configuration, training and the productivity dip all land in year one, while savings build in years two and three as talent pools grow and agency use falls. A first-year payback claim is the one a CFO is least likely to believe.

The worked example below is illustrative: a South African enterprise making 250 hires a year, 50 of them through agencies at an average fee of R60,000. Replace every figure with your own.

| Rand | Year 1 | Year 2 | Year 3 | Total |
| --- | --- | --- | --- | --- |
| Total cost of ownership | 960,000 | 500,000 | 520,000 | 1,980,000 |
| Agency hires avoided | 10 | 16 | 20 | 46 |
| Agency fees saved | 600,000 | 960,000 | 1,200,000 | 2,760,000 |
| Job board spend saved | 60,000 | 140,000 | 140,000 | 340,000 |
| Net cash position | (300,000) | 600,000 | 820,000 | 1,120,000 |
| Cumulative position | (300,000) | 300,000 | 1,120,000 | |

How the numbers are built:

- **Year one cost** is R360,000 for implementation, configuration, data migration and training, R480,000 for licence and support, and R120,000 of internal project time.
- **Agency hires avoided** rise from 20% to 40% of the baseline as the talent pool matures.
- **Break-even lands at month 18**. Year two's net saving of R600,000 accrues at about R50,000 a month and clears the year-one shortfall of R300,000 after six months.
- **Three-year return** is R1.12 million net on R1.98 million spent, or 57%.

Notice what the table leaves out. Vacancy cost, recruiter hours and compliance risk are real, but finance discounts savings that never leave the bank account. Keep the break-even on cash lines and present the rest as upside. A case that pays back without the soft numbers is very hard to argue with.

Show the full total cost of ownership too, not just the monthly licence. If implementation, training or internal time is missing, finance will add it and your model loses credibility with it.

#### Step 4: Answer the four objections before the meeting

Approval meetings stall on objections the proposal did not anticipate. Four come up almost every time, so prepare one line and one number for each.

- **"We can't afford it right now."** The current process already costs money every month. Put the monthly cost of the status quo next to the monthly cost of the system and let the gap speak.
- "Implementation will disrupt operations." Show the plan: a phased go-live, a parallel-running period and named owners for change management. The [four friction points of AI in recruitment](https://www.graylink.biz/blog/the-4-friction-points-of-ai-in-recruitment-what-to-plan-for) set out what to plan for, and a vendor's [customer success](https://www.graylink.biz/customer-success) model should cover the rest.
- **"We tried this before and it didn't work."** Name what went wrong last time, usually configuration depth, user adoption or vendor support, and show how this rollout handles each one.
- **"The current system is good enough."** Good enough is costing the figure you calculated in Step 1. The question for the room is whether that figure is acceptable for another three years.

#### Step 5: Tie the ATS to a priority the board already owns

Executives fund solutions to problems already on their agenda. Match the ATS to the priority in this year's strategy and lead with that one.

| Business priority | How the ATS supports it |
| --- | --- |
| Growth | Higher hiring volumes without adding recruiters in proportion, through [recruitment process automation](https://www.graylink.biz/recruitment-workflow-automations) |
| Margin pressure | Lower agency fees and fewer recruiter hours per hire |
| Risk and governance | A documented, auditable selection process for EEA and POPIA purposes |
| Transformation | EE data captured at every hiring stage, supporting sectoral targets and the EE Compliance Certificate required for state contracts |

Pick one. A proposal that claims all four reads like a brochure, while one that solves the CEO's stated priority reads like a plan.

#### What to take into the room

A fundable ATS business case has five parts: a costed status quo, a three-line return, a three-year model with a cash-based break-even, prepared answers to the four objections and a clear link to one business priority.

graylink's commercial team works through this framework with HR leaders as part of [the Neptune evaluation process](https://www.graylink.biz/neptune-cloud-software-for-enterprise-recruitment-management). [Book a demo](https://www.graylink.biz/getdemo) to run the model against your own hiring volumes.

#### FAQ

##### What is a realistic break-even point for an ATS?

For a well-configured ATS in a mid-sized to large South African enterprise, break-even typically falls within the first 18 months, driven mainly by lower agency spend. Expect a net cost in year one.

##### What should ATS total cost of ownership include?

Licence fees, implementation, configuration, data migration, training, ongoing support and the internal time your team spends on the project. Leave any out and finance will add it for you.

##### How do you value compliance risk in an ATS business case?

Multiply the maximum penalty by a probability your legal or risk team agrees. EEA fines start at R1.5 million or 2% of turnover and POPIA fines reach R10 million, so even a low probability produces a material figure.
